Medicaid Requests for Proposals (RFPs) are long, dense, and difficult to navigate, leaving The Plans without the insights they need to compete effectively. Without a clear way to see why competitors win, proposals were falling short in key states.
The challenge wasn’t just a business problem, it was about giving The Plans the tools and insights they needed to navigate complex RFPs and compete effectively.
The challenge wasn’t just a business problem, it was about giving The Plans the tools and insights they needed to navigate complex RFPs and compete effectively.
With goals in mind, I focused on understanding The Plans to design solutions that supported their needs. I attended meetings with my manager to document their challenges, tools, and daily workflow, capturing key pain points and preferences.
I created a moodboard to guide the platform's look and feel while staying aligned with the brand. Using existing typography and the primary brand color, I developed a refined palette and sizing system inspired by the main website to create a familiar yet tool-specific experience.

In low-fidelity designs, I introduced a mission statement to help The Plans stay aligned with the platform's purpose.
In high-fidelity, this became a clear purpose statement, with added breadcrumbs for navigation clarity and a minimal color palette for a clean, professional feel. User testing confirmed the categories were intuitive and useful.

In high-fi, I added a main data visualization at the top to show overall wins and losses across years, with clickable bars that lead into details. The cards below now support this view with filters and color coding, letting users explore specific years, states, and MCOs more easily.

In low-fi, I used scrollable sections, heavy strokes, and dense content as I was still learning Medicaid RFP structure, but it felt cramped and hard to use.
Benchmark RFP Categories


In high-fi, I removed strokes, added soft shadows, organized categories alphabetically, and made content clickable instead of scrollable. This created more breathing room and made it faster and easier for Plans to find and understand what they need.
In low-fidelity designs, I introduced a mission statement to help The Plans stay aligned with the platform's purpose.

In high-fi, I removed strokes, added soft shadows, organized categories alphabetically, and made content clickable instead of scrollable. This created more breathing room and made it faster and easier for Plans to find and understand what they need.
